In the foregoing circumstances and in view

of the urgency of at once making to Messrs.Blackhead & Co.

the offer to which reference has been made I propose to

dispose in such manner as may appear to me most advanta-

geous of the North Point reclamation site to the West of a

meridian through the centre of the battery. The small dead

area which may possibly eventually result from such dispo-

sal would involve practically no defensive disadvantage as

the water is mostly shallow, as it is already obstructed by

the Dutch & Asiatic Petroleum Company's pier near its East

limit and as piers which would certainly be projected from

the new reclamation would quite as effectually as the guns

in the battery deny the use of the area to an enemy's ships

or light craft.
